Two ways:

1. Use CVSup.  Assuming your machine is connected to the net, type (as
root):

pkg_add ftp://freebsd.org/pub/jkh/cvsupit.tgz

and you will get a nice menu-based configuration utility to help you
configure it.

2. FTP to ftp.freebsd.org and get the file
"/pub/FreeBSD/FreeBSD-current/ports.tar.gz", and un-tar it under /usr (cd
/usr; tar xvzf <where the file was saved>/ports.tar.gz)

"make clean" from the toplevel ports directory (/usr/ports)
