There are two idle time algorithms available in the kernel which can be
selected by the keyword "idle-algorithm-outgoing" in the entry section.

As far as i remember, the implementor of the "other" algorithm was also
charged seconds based. Perhaps you might have a look at it to see if it
solves your problem.
