Userland ppp, AKA iij-ppp and /usr/sbin/ppp, can be run in a demand
dial mode.  I am using it on both ends of my connection and it is
working well after weeding out a few problems that popped up.  Most
of my patches have been applied to the tree, I have a few custom
ones that have not.
