Yup.  With no cues, the new loader will just sit there for a few 
seconds (you can hit a key at this point and get the boot: prompt and 
help) and then load /boot/loader.

That's correct; 'reboot' actually calls the IPL vector (int19 IIRC), so 
it's faster than a soft reset.
