By doing "ipf -P -f -", a user can cause the box to panic if they have
the right perms to /dev/ipf (it should generally be 0600 anyway).
This fixes that. This is deliberately going into -stable first since it
will be fixed in -current by simply importing the next revision of ipfilter.
