This is one of those things that's not handled by ifconfig because it's
not a feature on all cards.  Specificaly, the Cisco cards don't let
you tweak any parameters related to the handoff algorithm as far as I
can tell.  We're not actually going to be able to kill off wicontrol and
ancontrol because all cards seem to have some features like this.  Most
users will never need to use them though.  From a practical standpoint,
no one is likely to use this feature, but it's been documented forever
and you can status the value, so I implemented it a while back.
