Someone in #BSDCODE suggested to change NTIMECOUNTER to a higher or
lower value. I tried 2 and 45, as it is in CURRENT. But I guess this
only helps if you have INR latency, not the opposite as I see.

So result is still the same:

# time ./time
^C
real    0m26.182s
user    0m0.035s
sys     0m26.149s

30 Aug 11:10:07 ntpdate[461] [...] offset -2.388496 sec
