By this, I assume you mean that with umask of 022, normal files will be
created with mode 0666 with 022 masked out, = 0644 ?

chmod(1) explains it quite well.

Basically,

0400 - owner read
0200 - owner write
0100 - owner exec
0040 \
0020 - as above but for group
0010 /
0004 \
0002 - as above but for world
0001 /
