Subject:   Best way to restrict mass emails?

	HI again all.  Quick question.  In order to prevent people from using our 
outgoing mail server for spamming people even if they are on a legitimately 
allowed IP, I want to put in mailing limits.  How would I best go about 
this?  I want to restrict the total number of people per email that can be 
quoted in the TO: CC: and BCC: fields as well as limit the total number of 
emails they can send out in a 1 hour period to 20 each.  But at the same 
time I don't want to interfere with any of the mailing lists and clog them 
up or cause a backlog of mail in them because they've reached their mailing 
quota for that particular 1 hour period.

	And while I have it on my mind.  Is there a way via sendmail that I can 
restrict a given user to X number of emails total per day while not 
affecting others, or vice versa?  Thanks all.  I'm just letting the wheels 
spin a little today.  It's a slow sunday.

Short summery:

1. Restrict users to 20 emails per hour/20 total recipients per message.
2. No restrictions on mailing lists at all.  (except maybe in rare instances)
2. Give certain users completely different mailing preferences or 
restrictions/privileges while not affecting the group as a whole.
