Yes, there is support for the FORE PCA-200E (the SBA-200E is the SBus version)
in FreeBSD 3.  Take a look in /usr/src/sys/i386/conf/LINT (search for HARP) 
for the kernel config options needed.  Also see rc.conf(5) for /etc/rc.conf
ATM configuration options.  See atm(8) and /usr/share/examples/atm 
for some more information that may be useful.

For FreeBSD 2.2.x support for the PCA-200E, you should head over to
http://www.msci.magic.net/harp/.
