I don't find any such file named "freebsd-organization.h"
(at least on 10-stable).

Do you have anything weird defined in /etc/make.conf?

Here's what's in my /etc/make.conf

cat /etc/make.conf
KERNCONF=3DFOOBAR
BATCH?=3Dyes
WITH_PKGNG=3Dyes
