I excute tcpdump as follows:

wta# tcpdump
tcpdump: listening on rl0

583 packets received by filter
0 packets dropped by kernel

And I see one (1) packet.  The kernel counts 583, here (more
depending
on how long I wait).

So, ummh, where are all the other packets?
