Ever noticed it's this way with *anything* that has add-in blades? :)  If
you buy two chassis, you can take the parts and make one fully populated
one -- with both power supplies even.  And $3000 for 80 100mbit ports is
pretty good port density if you ask me. 

And they take Gig Ethernet cards so you can set up a neat switching
fabric for cheap. The 2GB backplane speed is the only limiting factor. 
Forestall the Cisco invasion a little longer. :)

I remember TotalControl modem racks are sold the same way, generally.
