both, at many points a process executing in the context of the
kernel may need to yield while waiting for a resource, then it
may explicitly call put itself to sleep to allow other things
to run.  This happens mostly while staging syncronous IO.

Also, at certain points a process becomes un-interuptable, but
this is very rare and for short periods of time.
