OTOH, people run FreeBSD because they don't want a default
configuration that is bloated by lots of "features" that they will

This depends on your definition of "simple".  I've been running
FreeBSD for over 10 years and I don't think I've ever needed sem(4).

It might be relevant if you want to propose the default inclusion of
sem(4) into GENERIC (though I'm not sure if PC-BSD is a FreeBSD
GENERIC kernel or one that has been adapted for PC-BSD).
