You haven't mentioned what version of anything you're using.  Try 
setting your logging options to something informative to find out 
what's going on ("set log Phase Chat Connect Carrier hdlc LCP IPCP 
CCP tcp/ip tun" should do it).

If "set log" doesn't work on your version, download an up-to-date 
version of ppp from http://www.freebsd.org/~brian.
