I know I can do this using sudo type programs...

But I was hoping I could allow a user access to the lpd subsystem so
that they can remove anybody's print jobs.  I tried adding the user to
the daemon group since the lpr subsystem is setgid daemon.  But this
didn't allow the user to remove other peoples jobs.  Does the "operator"
login allow you to do this?

So can I do this, or will I have to setup sudo?
