Good question.  I did some sniffing around and found:

slackware 3.0:  Don't contain a radius entry in /etc/services
S.U.S.E. 6.1:   1645/1646 (old entries)
Debian 2.2 / Red Hat 6.0:  1812/1813 (new entries) with old entries under
                           "old radius"
