Normally, yes.

We don't supply any Linux software.  We just run it.

Not in the normal sense of emulation.  Userland code runs exactly as
written.  System calls are a lookalike of Linux code and may show
subtle differences.  By contrast, emulation usually implies a
one-to-many relationship between instructions written and instructions
executed, and that's not the case here.
