I just tried running pkg_version with LC_ALL, LC_CTYPE and LANG set as above and I didn't get any warnings at all. I am running 4.5-RC from Jan 10. Since that locale name was added fairly recently I suggest to update your system to the latest -STABLE if you haven't already done so within the last week or so.
