Well, this is just a semi-educated guess.

I would say it is some kind of security issue.  Both reboot and halt are
_not_ suid root.   Whereas shutdown _is_ suid root.  It is probably acting
as a wrapper of sorts around reboot/halt to prevent it being exploited.

Just my opinion tho.
