wait up to 40 secs for the remote site to produce "CONNECT"-string

None came so we're not connected. The remote host may be down? In any way it 
did not return CONNECT within 40 secs. You could edit your chat script in
/etc/ppp/ppp.conf and extend the 40 secs to something more.
