I don't completely understand what you just wrote here.  I *think* you
mean to say that if RELNOTES.whatever is to be parsed by other programs
as data, then DocBook is not appropriate, but if it's just intended to
be a human-readable document, then DocBook is probably OK.

I'm thinking that yes, all we really need is a human-readable document.
At least that was all that I had intended in my original post.
