It's been a while since I ran tests, but a P166 should be able to handle 
something like 300K hits/hour.  You'll run out of network before you run
out of cpu unless you've got a T3.  To answer your question though, that
works out to 1440 "small websites".  My tests weren't done with with
virtual servers and ip aliasing though, and I don't know how those affect
performance when you start talking about a thousand of them though.
