It seems that you obtained a package of xemacs that was meant for FreeBSD
3.0 or higher.  You would need an xemacs package built for FreeBSD 2.x --
look under

ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-2.2.8/
