To find out for sure, you'll need to ask the person who maintains the
server host.

I suspect that the maintainer upgraded to CVSup-15.3 but didn't notice
that a couple of things have changed with respect to the cvsupd.access
file.  Now, if there is a cvsupd.access file, then the default rule
is to deny access unless something in the cvsupd.access file grants
access.  The maintainer can fix it by adding this line to the end of
the cvsupd.access file:

    +0.0.0.0/0		# Grant access by default
