Access to the IPMI module is lost when the driver attaches to the network interface.  Access returns only when the network interface is enabled (ifconfig up ...).

Boot system with an IPMI module and em network card with a configured IPMI module but networking not configured on the host.

Unknown.  I can provide system with IPMI module and access (IP based KVM and serial console) if needed to work out issues.
