I would suspect that it is related.  I assume that you used the
./configure script in xemacs??  In that case the Motif (lesstiff)
headers would have been found and used.  You can check this by
seeing if motif is linked into the binary (with ldd xemacs).

I think that there is some option to the configure script to
get it to ignore any found motif libraries.
