It's doing precisely what it is documented to do in the default case .. no
routing info => a dead interface. The route is then removed after a suitable
'hold down' period.

What does the addition (per the man page) of ..

	net 0.0.0.0/0.0.0.0 gateway <ISP_address> metric 1 passive

 .. to /etc/gateways do ?

Alternatively, your ISP could advertise a default route,
