I'm pretty sure the current 2.2 code allows you to put this
into /etc/syslog.conf:

  # Put all ipfw output into its own log file
  !ipfw
  *.*             /var/log/ipfw

If this doesn't work let me know and I'll try to recall what
hacks we did to make it work :-)
