I think it means either End Of Line or End Of Lifecycle, and it quite succinctly describes branches like RELENG_2_2. Such branches aren't "unsupported", or are they "obsolete", nor do you _have_ to upgrade beyond them. Rather, they have simply reached the end of the line with respect to active development.
