In The Polish FreeBSD Documentation Project we are already encouraging people
to write the documentation in Polish - that it could be then translated to
English by our Translation Team. As far some people offered to write some 
tutorials - we are waiting for results...

I think this will not eliminate the demand mentioned in the Mark's suggestion,
because only-Polish writers cannot directly take part in the work of FDP, but
could be helpful in finding volunteers to create new documentation, if every
translation team encourages people in their counry.
