Here is a secret: one of the primary components of any Open Source
project is it's community.  THe forums in which the community
communicates both shape and limit what the community is capable of
doing.

Adding forums adds space to a community.  Like a plant, a community
can only grow as large as it's container allows it.

The purpose of advocacy is, in fact, to grow the community, but it
can not be effective without overlapping contact points with potential
new members.  Adding forums provides for that overlap, by adding
diversity.
