  No, your interpretation is flawed.

  The "missing lib" is not a port, so the ports collection can't install
it.  libc_r is part of 2.2.5-stable tree.  Its just not compiled by
default.

  However, at this point, libc_r (which is already in the 2.2.5-stable
tree) will likely have to made into a port too (rather redundant), so that
ports can use it.
