Absolutely.

But again, I'd be concerned that writers might produce stilted or oddly
sounding paragraphs if consciously watching out for when to press the
newline button.

Oh no, you haven't missed the boat at all.  Structured information
standards (and the Emacs PSGML mode) already do give a fair amount of
physical formatting to what is plain text, and whitespace commits are a
(sometimes) necessary evil.  I'd welcome something to minimize their
impact, so long as it didn't impact creativity or flow.
