The comments in the sample stable-supfile,
/usr/share/examples/cvsup/stable-supfile, say to put in

ports-all tag=.

to avoid the symptoms you are seeing.

Leave the '*default tag=RELENG_3' like it is and you will get
3.4-RELEASE.
