FTP_PASSIVE_MODE is set on my system in /etc/login.conf
Perhaps you edited this file and inadvertantely removed this setting,
or changed your login class to one that does not include this setting.

The first few lines of the default entry:

default:\
        :copyright=/etc/COPYRIGHT:\
        :welcome=/etc/motd:\
        :setenv=MAIL=/var/mail/$,BLOCKSIZE=K,FTP_PASSIVE_MODE=YES:\
