Not necessarily. You can do that in a lot of countries, and it might be convenient for some people. There are also services which let you write a text with your cell phone (as an SMS message) and have it being sent as an e-mail message. Finally, there are still some old dial-up networks (anyone remembers FIDO?) which are not directly connected to the internet, but which have e-mail gateways. So: It's true, you do not have to have internet access in order to send e-mail messages.
