Should have been RELENG_4_4_0_RELEASE

Anyway, I suspect that your problem is that source-level upgrades from
4.0 to 4.4 are not supported (or if they're supposed to be, they may
be broken).  I've cc'ed one of the developers who was working on it a
while ago.

In the absence of source upgrades being available, you'll have to do a
binary upgrade (e.g. download the 4.4-RELEASE installation floppy and
use the 'upgrade' option).
