Even if I do ``make PACKAGE_BUILDING=3Dy'' the directory
/usr/X11R6/etc/settings gets created (during build).

What is the idea of this code:

CONFIGURE_ENV+=3D TMPDIR=3D"${TMPDIR}"

in bsd.kde.mk? (the port has USE_QT_VER=3D3)

cannot be patched up to make it work.  You have to start
over, beginning with a working simple system.
