What worked for me: 

- install new /etc/pam.conf (from /usr/src/etc/pam.conf)
- install new /etc/ssh/sshd_config (from /usr/src/crypto/openssh/sshd_config)
- restart the running master sshd (/usr/sbin/sshd)
