Dev,

I second the use of qmail. As Marco said it is really easy to set up such
that one user can be associated with a hosted domain and he/she can add
and remove users in that domain without having to go through the System
Administrator.

Take a look at www.qmail.org and consider throwing your Bat Book away. I
did!
