Hmm.. wow... I guess the syntax is actually different. Did you try
nice -n 20 top
?

To quote the Linux man page, 

nice  [-n  adjustment] [-adjustment] [--adjustment=adjust-
       ment] [--help] [--version] [command [arg...]]
