After reorganization of syscons around the beginning of this year, the
flag is moved from syscons(4) to atkbd(4).  In FreeBSD 3.1 or later,
you must set the flags 0x4 (ALT_SCANCODESET) to atkbd.  See the man
page for atkbd(4).  3.0 has the old behavior and the flag (0x10)
should be set to syscons.

I wrote man pages for atkbd and syscons, but I don't remember if I had
updated FAQs and other docs... Sorry.
