One needs both. As I use. On a nice quiet motorcycle with a big fairing.
Picture doesn't show matching $350 Arai Signet/e helmet, only the dirt 
on returning from a 1261 mile week in the rain:

Itsn't it amazing how little the dirt shows in pictures? One has to

One day I might delve into DSP's and see if I can make an active noise 
cancelation solution tuned to wind noise.
