I just tested a workaround.  Enter the following at the loader:

set hint.pmu.0.disabled="1"

And add that to /boot/device.hints, and it will boot.  You won't have
any PMU functionality, it'll be disabled.  So no battery reporting and
other niceties, but it'll boot, and run smoothly (there's no ADB in
that machine).
