[UPDATE+] py-llvmlite 0.13.0 shar archive

Fixed the libgcc_s.so.1 error so that libllvmlite.so links to
/usr/local/lib/gcc${_GCC_VER}, added a patch file to work around the issue.

Tested with poudriere 10, 11, still BROKEN for 9.3

This satisfies the requirement for the port py-numba to operate as expected
