The correct names for these variables are FTP_PROXY and HTTP_PROXY,
respectively.

Technically correct (though the preferred syntax is the one Andrey
uses), but not much help, as Andrey's real problem is that libfetch in
4.2-RELEASE doesn't recognize the lower-case versions of the proxy
variables; support for those was added on March 15 for compatibility
with Lynx.
