What I basically did is take ideas for whom a significant amount of work was 
done towards the goal as part of GSoC 2007 and mark them as soc-2007 instead 
of soc on the basis that we weren't immediately clear if they were "free" to 
be done this year.  I've contacted a few of the people associated with 
projects on that list to see if there is room for new projects or not, but on 
the whole my guess is "not" unless the project became abandonware.  Right now, 
what I'd like to have happen is that projects appearing on the SoC page be 
ones that we think would be generally good candidates for a new project 
proposal, and my initial tagging was done based on the size/scope of the 
project and whether or not I knew of any existing significant work in the area 
that might leave the project done well in advance of the summer starting.
