Tis panic is unrelated to ssh. Someone mentioned exactly this problem on
freebsd-current, with possible cause (recent changes in config(8)), but I
can't investigate it ATM (my -current machine is in Poland, and
I'm in Sweden at the moment).

Use 3.2-STABLE instead - it builds just fine.
